There are three private tag agencies operating in Orange County that are owned by corporations and LLCs that belong to two groups. These two groups, when combined, donated at least $65,000.00 to current Tax Collector Scott Randolph in election cycles 2016, 2020, and 2024, even though Mr. Randolph was unopposed in 2016 and 2020, and only opposed by me on June 12th, 2024.
The three private tag agencies are named OATA, OATA Winter Park, and First Apopka Tag Agency.
These three private tag agencies are on the official Orange County Tax Collector website www.octaxcol.com as agents for any vehicle tag, title, and registration services outside of the current DMV offices operated by the Orange County Tax Collector's office.
I am not looking to shut down these private tag agencies that are already in place, but am looking into the funds received by Mr. Randolph and how the contracts were awarded. All donations I have found from both groups have been for the maximum legal limits of $1,000.00 each for a candidate to receive for the tax collector position in Orange County, Florida.
The sheer coincidence that all three private tag agencies belong to the two groups that donated huge sums to Mr. Randolph through dozens of companies, the owners of the companies, a family member of one of the owners of one of the companies, and even an employee of one of the companies is curious to me. One of the owners of one of the companies even donated a large sum in the thousands of dollars to Susannah Randolph, wife of Scott Randolph, in her 2016 bid for Congress.
In my belief, this is unethical and deserves an explanation from Tax Collector Scott Randolph as to the huge influx of donations from these two groups and their vast amount of companies donating and being awarded contracts to the only three private tag agencies in Orange County that are marketed and officialized by the Orange County Tax Collectors office.
The main principals of these two groups that are part owners of the web of corporations and LLCs that donated to Tax Collector Scott Randolph and on one occasion to his wife Susannah Randolph are, Jason Strochak and Andrew Bell (Mr. Scott Randolph's former employee at the Tax Collector's Office). To donate by using multiple companies is not illegal and I do not find blame on the efforts of Mr. Strochak or Mr. Bell, they, in my opinion, were within their legal rights in furthering their business expansions into Orange County. I do have a problem with Scott Randolph accepting the multiple $1,000.00 maximum donations to his campaign account.. Scott Randolph acts as his treasurer and in my opinion, knew of the link between the donations and awarding contracts to the donors.
I obtained the information below from public websites for the Orange County Supervisor of Elections in Florida, www.ocfelections.com, and the Florida Division of Corporations, www.sunbiz.org. Further information was obtained through Google searches.
I have asked for information about a 2015 Orange County Tax Collector Request For Proposal (RFP) numbered #TC-PUR-040715-PTA from the "Records Request" section of the Orange County Tax Collector Office on June 24th, 2024, and am still waiting for the files. RFP #TC-PUR-040715-PTA in my belief was awarded to one of the companies that donated funds to one or more of Scott Randolph's political campaigns in one or more campaign years of 2016, 2020, or 2024.
INFO RECEIVED!!! All three private tag agencies in Orange County are contracted to Scott Randolph's MEGA DONORS Andrew Bell and Jason Strochak! This is ETHICALLY WRONG and should be investigated by the State of Florida!!!
Names of donor companies below were copied directly from Scott Randolph's "campaign reports" available at www.ocfelections.com Some company names, due to research on www.sunbiz.org, are misspelled.

First Apopka Tag Agency is the only one of the above private tag agencies that is located in Orange County, it was opened on 08/04/2021 and is owned by Mr. Jason Strochak under contract with the Orange County Tax Collector's office.
Donations by Mr. Andrew Bell's companies, friends, associates, wife, and self:
2020 campaign year Contributions (All for $1,000.00 each)
2024 Campaign year Contributions (All for $1,000.00 each)
Mr. Strochak also donated $5,000.00 to the campaign of Mrs. Susannah Randolph, Wife of Mr. Scott Randolph, in her 2016 bid for Congress. The amount was donated using his company that is named Dealer Services Network, Inc. which is also listed above also donating to Mr. Randolph.
QUESTIONS:
1) How can a sitting tax collector, Scott Randolph, accept dozens of $1,000.00 donations from multiple companies up and down multiple counties in Florida, and not question anyone about it?
2) Why would Scott Randolph, even acting as his treasurer, not refund the donations that could be intended for a favor in return? That favor could be to open private tag agencies, as most of the donations came from private tag agencies.
3) Why would any group donate tens of thousands of dollars to the campaign of a sitting tax collector even though the "incumbent candidate" ran unopposed?
4) Why would one of the companies that donated to Scott Randolph also donate thousands of dollars to Scott Randolph's wife for her campaign in 2016 to Congress?
5) Why would Scott Randolph award contracts to the only certified private tag agencies in Orange County to the same groups that donated the huge sums of money to him?
6) What deals were made between Scott Randolph and the principals of the two groups that donated to Scott Randolph's 2016, 2020, and 2024 political campaigns that facilitated the opening of the only three private tag agencies in Orange County.
Please visit the Orange County Supervisor of Elections website or click on the button below and once link opens, please click on " View prior reports filed on our Searchable Campaign Finance Database" and enter Scott Randolph's name on search boxes for last and first names. All information mentioned above pertaining to the donations are in the financial reports filed by Scott Randolph.
DMV's are known to be a place that most of us do not want to visit. I will change that. For over 60 years, including over 10 years with the current Tax Collector, Orange County DMV's have bee regressing instead of progressing. I will change that!!!
